New GUI - Blogger in Draft - Reading List - Add
From the Reading List on the New GUI in Blogger in Draft, you can Add a blog to Follow. Or, you can click the Gear Wheel to reveal the Manage Blogs I'm Following screen, and Add a blog there.
Once you click on the Add Button, the next screen pops-up. This is where you have the choice to Add the blog by URL, or by selecting a blog from your Google Reader. Then, click 'Next' ...
After clicking 'Next', you can choose whether, or not, to Follow Publicly, or Privately ...
Click 'Follow' and 'Done'.
